Summary

Restoring Returning Workers Act of 2018

This bill amends the Immigration and Nationality Act to update through the current fiscal year the returning worker exemption from the cap on H-2B nonimmigrant visas. The bill provides that number of aliens considered to be returning workers in any fiscal year may not exceed the highest number of nonimmigrants who participated in the returning worker program in any fiscal year in which returning workers were exempt from the numerical limitation on the H-2B visa.
