Summary

Puerto Rico Medicaid Act of 2019

This bill excludes Puerto Rico from the specified Medicaid Federal Medical Assistance Percentage (FMAP) of 55% for U.S. territories. Under current law, a state's FMAP is generally based on the state's per capita income and may range from 50% to 83%.

The bill also increases Medicaid funding for Puerto Rico beginning in FY2020.
