Summary

Clean Energy Standard Act of 2019

This bill addresses clean energy standards.

Among other things, the bill

  • requires retail electricity suppliers to sell a certain quantity of clean electric energy;
  • establishes a federal clean energy credit trading program;
  • subjects retail electricity suppliers to civil penalties for noncompliance with requirements;
  • establishes a state energy efficiency, clean energy deployment, and electric bill reduction program;
  • requires the Department of Energy (DOE) to facilitate coordination between the federal clean energy program and state clean and renewable energy programs;
  • requires the National Academy of Sciences to periodically evaluate all aspects of the federal clean energy standard; and
  • directs DOE to establish a program for the research, development, demonstration, and deployment of clean energy technologies and portfolios.
