Responsible Environmental Preservation and American Infrastructure Restoration Resolution or the REPAIR Resolution

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to exclude from the definition of "congressional earmark" a provision or report language that provides, authorizes, or recommends an amount of discretionary budget authority for a project of the Corps of Engineers or the Bureau of Reclamation.
