Summary

Serious Noise Reduction Efforts Act of 2019 or the SNORE Act of 2019

This bill addresses noise mitigation through soundproofing and other strategies in the communities surrounding San Francisco International Airport (SFO).

Specifically, the bill

  • permits SFO to conduct a noise compatibility program by installing residential noise dampening windows, residential noise insulation, and other residential improvements to reduce or to mitigate the noise impacts of the operations of the airport;
  • authorizes the Department of Transportation to provide grants for a program of residential noise mitigation and soundproofing for residential buildings near SFO;
  • sets forth requirements for the noise compatibility program near SFO; and
  • authorizes SFO to use both federal and airport funds to conduct the program.
