Summary

This bill provides $50 billion in FY2020 supplemental appropriations for the Department of Agriculture (USDA) to support agricultural producers impacted by the COVID-19 (i.e., coronavirus disease 2019) pandemic.

The supplemental appropriations are designated as emergency spending, which is exempt from discretionary spending limits.

USDA may not apply any payment limitations to payments made to producers using funding provided by this bill, except to ensure that the total payments made to producers do not exceed the total damages related to the COVID-19 pandemic.
