Summary

This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to allow a state that has assumed the environmental review responsibilities of the Department of Transportation under the surface transportation project delivery program to apply to the Environmental Protection Agency to administer an individual and general permit program for discharging dredge and fill material into navigable waters.
