Summary

Serve the People, Not the Swamp Act

This bill prohibits certain congressional recesses until Congress has approved the annual appropriations bills and a budget resolution that projects a balanced budget. It also (1) imposes a five-year ban on lobbying by Members of Congress and certain executive branch officials, and (2) excludes future Members of Congress from the Federal Employees Retirement System.
