Summary

HOPE for HOMES Act of 2020

This bill directs the Department of Energy to establish (1) criteria for a HOPE Qualification for contractors to advance their capabilities to efficiently retrofit homes, including a list of courses that meet the criteria and information on how individuals and entities may apply for grants to achieve such qualification; and (2) a Home Energy Savings Retrofit Rebate Program to provide rebates for homeowners to invest in energy efficiency improvements.
