Summary
Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning the short title. Senate Floor Amendment No. 1 Deletes reference to: 230 ILCS 5/1 Adds reference to: 20 ILCS 1605/21.4 230 ILCS 10/7.7 230 ILCS 10/13 from Ch. 120, par. 2413 230 ILCS 45/25-25 Replaces everything after the enacting clause. Amends the Illinois Lottery Law. Provides that at the direction of the Department of the Lottery, the State Comptroller shall direct and the State Treasurer shall transfer from the State Lottery Fund the net revenue to the specific fund identified for each special cause in accordance with the special cause's respective provision in the Act. Amends the Illinois Gaming Act. Provides that upon request by an organization gaming licensee and upon a showing of good cause by the organization gaming licensee, the Illinois Gaming Board shall extend the period during which the licensee may conduct gaming authorized at a temporary facility by up to 12 months or another period of time deemed necessary or appropriate by the Board. Provides that beginning on the first day a licensee conducts gambling operations or 30 days after the effective date of the amendatory Act, whichever is sooner, either in a temporary facility or a permanent facility, and ending on July 31, 2042, from the tax revenue deposited in the State Gaming Fund, $5,000,000 shall be paid annually, subject to appropriation, to the host municipality of that owners licensee of a license issued or re-issued before January 1, 2012. Amends the Sports Wagering Act. Provides that beginning on December 17, 2021 until July 1, 2026 (rather than July 1, 2024), a licensee under this Act may accept a wager for a sports event involving an Illinois collegiate team if specified requirements are met. Makes technical changes. Senate Floor Amendment No. 2 Deletes reference to: 230 ILCS 10/7.7 Adds reference to: 230 ILCS 10/7 from Ch. 120, par. 2407 In a provision regarding owners licenses rather than in a provision regarding organization gaming licenses, provides that upon request by an owners licensee and upon a showing of good cause by the owners licensee, the Illinois Gambling Board shall extend the period during which the licensee may conduct gaming at a temporary facility by up to 12 months or another period of time deemed necessary or appropriate by the Board. House Floor Amendment No. 2 Deletes reference to: 230 ILCS 45/25-25 Replaces everything after the enacting clause. Reinserts the provisions of the engrossed bill with the following changes. Amends the Illinois Gambling Act. Provides that, upon request by an owners licensee and upon a showing of good cause by the owners licensee, the Illinois Gaming Board shall extend the period during which specified licensees may conduct gaming at a temporary facility by up to 30 months. Removes provisions amending the Sports Wagering Act. Effective immediately.
