Streamlining Permitting Efficiencies in Energy Development Act or the SPEED Act

This bill requires the Department of the Interior to establish procedures by which an oil and gas operator may submit a notification of permit to drill instead of obtaining an application to drill if the proposed drilling activities meet certain criteria.
