Mr. Ezell (for himself, Mr. Ivey, and Mr. Pfluger) introduced the following bill; which was referred to the Committee on Homeland Security


A BILL

To direct the Comptroller General of the United States to conduct a review of the Homeland Security Information Network, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

This Act may be cited as the “Streamlining Law Enforcement Information Sharing Act”.

SEC. 2. Comptroller General report on the Homeland Security Information Network.

Not later than one year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Homeland Security and the Permanent Select Committee on Intelligence of the House of Representatives and the Committee on Homeland Security and Governmental Affairs and the Select Committee on Intelligence of the Senate a report that includes the following:

(1) An examination of how the Homeland Security Information Network is used to share information with Federal, State, local, Tribal, and territorial law enforcement partners.

(2) A comparison of the use, by such law enforcement partners, on both desktops and mobile applications of the Homeland Security Information Network to the use of other tools, including JusticeConnect of the Federal Bureau of Investigation, which facilitate real-time exchanges of intelligence among such law enforcement partners.

(3) An assessment of the cost, effectiveness, and efficacy of the Homeland Security Information Network.

(4) An assessment of the current policies of the Homeland Security Information Network and the efficacy of such policies in protecting the civil rights, civil liberties, and privacy of individuals.

(5) An analysis of any other information the Comptroller General determines appropriate.
