A BILL

To amend the Energy Conservation and Production Act to reauthorize the Weatherization Assistance Program, direct the Secretary of Energy to establish a weatherization readiness program, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

This Act may be cited as the “Weatherization Enhancement and Readiness Act of 2025”.

SEC. 2. Weatherization.

(a) Average cost per dwelling unit.—Section 415(c)(1) of the Energy Conservation and Production Act (42 U.S.C. 6865(c)(1)) is amended by striking “$6,500” and inserting “$12,000”.

(b) Reauthorization of Weatherization Assistance Program.—Section 422 of the Energy Conservation and Production Act (42 U.S.C. 6872) is amended by striking paragraphs (1) and (2) and inserting the following:

“(1) $300,000,000 for each of fiscal years 2026 through 2028;

“(2) $325,000,000 for fiscal year 2029; and

“(3) $350,000,000 for fiscal year 2030.”.

SEC. 3. Readiness report.

Section 414D(i) of the Energy Conservation and Production Act (42 U.S.C. 6864d(i)) is amended—

(1) in paragraph (1), by striking “; and” and inserting a semicolon;

(2) in paragraph (2), by striking “achieved.” and inserting “achieved; and”; and

(3) by adding at the end the following:

“(3) the impacts of enhancement and innovation readiness efforts on eligibility for the weatherization program conducted under this part.”.
