Mr. Steil (for himself and Ms. Balint) introduced the following bill; which was referred to the Committee on Energy and Commerce


A BILL

To amend title V of the Public Health Service Act to direct the Center for Mental Health Services to develop and disseminate a strategy to address the effects of new technologies on children’s mental health.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

This Act may be cited as the “Protecting Young Minds Online Act”.

SEC. 2. Center for Mental Health Services strategy to address effects of new technologies on children’s mental health.

Section 520(b) of the Public Health Service Act (42 U.S.C. 290bb–31(b)) is amended—

(1) in paragraph (16), by striking “and” at the end;

(2) in paragraph (17), by striking the period at the end and inserting “; and”; and

(3) by adding at the end the following:

“(18) develop and implement a strategy to help local communities address the effects of new technologies, such as social media, on children’s mental health.”.
