To expand the Weatherization Assistance Program for activities related to active duty and reserve military households, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
This Act may be cited as the “Heroes Home Energy Savings Act”.
SEC. 2. Financial assistance for WAP enhancement and innovation.
(a) Funding.—Section 414D of the Energy Conservation and Production Act (42 U.S.C. 6864d) is amended—
(1) in subsection (j)(1), by adding at the end the following:
“(C) FISCAL YEARS 2026 THROUGH 2030.—For each of fiscal years 2026 through 2030, of the amount made available under section 422(3) for such fiscal year to carry out the weatherization program under this part (not including any of such amount made available for Department of Energy headquarters training or technical assistance)—
“(i) not more than 6 percent of such amount made available under section 422(3)(A) may be used to carry out this section; and
“(ii) $2,100,000 made available under section 422(3)(B) shall be used to carry out this section with respect to active duty and reserve military households.”; and
(2) in subsection (k), by striking “2025” and inserting “2030”.
(b) Authorization of appropriations.—Section 422 of the Energy Conservation and Production Act (42 U.S.C. 6872) is amended—
(1) in paragraph (1), by striking “and” at the end;
(2) in paragraph (2), by striking the period at the end and inserting “; and”; and
(3) by adding at the end the following:
“(3) for each of fiscal years 2026 through 2030—
“(A) $350,000,000; and
“(B) $2,100,000 to be used to carry out section 414D with respect to active duty and reserve military households, as described in section 414D(j)(1)(C)(ii).”.
