This bill expands the Department of Information Technology's equipment replacement plans to also include software. It renames the revolving funds as "Equipment and Software Replacement Revolving Funds." The department will establish and maintain a replacement plan for each enterprise function, submitting plans and financial reports annually. The state treasurer will establish necessary revolving funds, consisting of legislative appropriations and transfers. Expenditures from the funds will only be for acquiring and replacing capital equipment and software used for enterprise services. The department will record amounts due to the funds based on amortization and depreciation, with transfers made from enterprise operating funds.
