Mr. Goldman of New York (for himself, Mr. Gomez, Mr. Kennedy of New York, Mr. Latimer, Mr. Moulton, Mr. Carson, Mr. Cisneros, Mr. Fields, Mrs. Beatty, Mr. Cohen, and Ms. Norton) introduced the following bill; which was referred to the Committee on Education and Workforce, and in addition to the Committee on Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned


A BILL

To amend the Elementary and Secondary Education Act of 1965 to reauthorize the Nita M. Lowey Community Learning Centers program for fiscal years 2026 through 2035, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

This Act may be cited as the “Afterschool for All Act”.

SEC. 2. Expanding the Community Learning Centers program.

(a) Authorization of appropriations.—Section 4206 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7176) is amended by striking “$1,000,000,000 for fiscal year 2017” and all that follows through “2020” and inserting “$10,000,000,000 for each of fiscal years 2026 through 2035, to remain available until expended”.

(b) Amendment to program name.—

(1) IN GENERAL.—The heading of part B of title IV of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7171 et seq.) is amended by striking “21ST CENTURY”.

(2) TABLE OF CONTENTS.—The table of contents of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6301 et seq.) is amended, in the item relating to part B of title IV, by striking “21st Century”.

(c) Corporate tax rate.—

(1) IN GENERAL.—Section 11(b) of the Internal Revenue Code of 1986 is amended by striking “21” and inserting “22”.

(2) EFFECTIVE DATE.—The amendment made by this subsection shall apply to taxable years beginning after the date of the enactment of this Act.
