To appropriate sums for the Secretary of Agriculture to provide block grants to States for losses of revenue as a consequence of certain freezes or cold weather conditions.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
section 1. This Act may be cited as the “Florida Freeze Disaster Assistance Act of 2026”.
Sec. 2. The following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2027, for an additional amount for “Office of the Secretary” of the U.S. Department of Agriculture, $3,500,000,000, to remain available until expended, for the Secretary of Agriculture to provide assistance in the form of block grants to States for losses of revenue, quality, or production of crops (including crops prevented from planting), trees, bushes, and vines, as a consequence of a freeze or cold weather condition: Provided, That such assistance shall include compensation to producers for losses of multi-year crops: Provided further, That such funds be made available exclusively for losses occurring in counties that received a disaster designation for freeze and related cold weather conditions issued by the Secretary on March 4, 2026: Provided further, That such funds be made available upon the request of a State department of agriculture, or other appropriate State agency as determined by the Secretary: Provided further, That not later than 120 days after the date of enactment of this Act, and for each fiscal quarter thereafter until the amounts provided under this section are expended, the Secretary shall submit a report to the Committees on Appropriations of the House of Representatives and the Senate describing the implementation of assistance provided pursuant to this section: Provided further, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
