Public Contracts - As introduced, requires a state department, agency, or official who contracts with a business to acquire property or services to make payments under the contract to the business within 30 days rather than 45 days after receipt of the invoice from the business; requires such state departments, agencies, and officials to annually report to the chairs of the appropriate standing committees of the senate and house of representatives by January 10 of each year the number and aggregate amount of late payments made for the preceding calendar year and the amount of interest paid and outstanding on such late payments. - Amends TCA Title 12, Chapter 4.

Game and Fish Laws - As introduced, clarifies that local governmental entities shall not regulate the manner and means of taking wildlife, including the discharge of a firearm while lawfully hunting, and that such taking is regulated pursuant to rules promulgated and proclamations issued by the fish and wildlife commission. - Amends TCA Section 39-17-1314; Section 70-1-206 and Section 70-4-107.

Healthcare Liability - As introduced, creates a civil cause of action against a healthcare professional by a person who suffered an injury that resulted from certain medical procedures if the reason the person, or the person's parent, guardian, or legal representative, consented to the medical procedure was due in whole or in part to coercion by the healthcare professional. - Amends TCA Title 29; Title 63 and Title 68.

Agriculture, Dept. of - As introduced, requires an applicant for a license to conduct the business of a livestock market to provide the applicant's email address on the application to the department. - Amends TCA Title 43; Title 44 and Title 53.
