Licenses - As introduced, prohibits certain licensing authorities from automatically barring an individual from licensure because of the individual's criminal record; requires the licensing authority to provide individualized consideration of an individual's criminal record and circumstances; specifies which convictions a licensing authority may consider in making a determination for licensure; makes other changes related to licensure determinations and criminal records. - Amends TCA Title 62 and Title 63.

Victims' Rights - As enacted, expands the ways in which applicants may apply for the home address confidentiality program to include moving to a new address unknown to the offender and not previously identified in a public record. - Amends TCA Title 40, Chapter 38, Part 6.

Election Laws - As enacted, prohibits members of local governing bodies to be elected through an election procedure that requires candidates to be nominated from a district and elected at large. - Amends TCA Title 2 and Title 6.

Fire Prevention and Investigation - As enacted, requires the state fire marshal to create a state fire permit that mobile food units may obtain annually to demonstrate fire safety and electrical code compliance to local governments; requires a local government to recognize the state fire permit in its jurisdiction; prohibits the local government from requiring a local fire permit if the mobile food unit holds a state fire permit. - Amends TCA Title 68, Chapter 102.

State Government - As enacted, requires governmental entities to provide a period of public comment for public meetings; authorizes the governmental entities to place reasonable restrictions on the period for public comment. - Amends TCA Title 8, Chapter 44, Part 1.
