Traffic Safety - As introduced, imposes state and local litigation taxes on a person who violates the prohibition against using a wireless telecommunications device or stand-alone electronic device while operating a motor vehicle; removes the ten-dollar cap on court costs imposed for such violations. - Amends TCA Section 55-8-199.

Public Records - As introduced, entitles an individual who is not a citizen of this state to inspect or receive a copy of any law enforcement record or report pertaining solely to that individual. - Amends TCA Title 10, Chapter 7.

Utilities, Utility Districts - As introduced, increases, from 10 days to 10 business days, the time after appointment and qualification of members for a board of public utilities appointed under the Municipal Electric Plan Law of 1935 by which the board must elect a chair. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 8; Title 12; Title 13; Title 29; Title 54; Title 64; Title 65; Title 68 and Title 69.

State Employees - As introduced, grants eligible state employees mandatory paid leave for fostering a minor child. - Amends TCA Title 8, Chapter 50, Part 8.

Wine & Wineries - As enacted, exempts the sale of wine for consumption on the premises of a winery or farm wine producer, including the premises of a satellite facility, including tastings and sealed bottles sold at retail for consumption on the premises, from the liquor-by-the-drink tax on alcoholic beverages. - Amends TCA Section 57-3-207.

Alcoholic Beverages - As enacted, authorizes a licensee that holds more than a 50 percent ownership interest in a manufacturer and a winery that are located on the same deeded property to offer product tastings and make retail sales for consumption on or off of such premises of its wine or spirits manufactured on such deeded property at a location on the overlapping premises other than on the bonded premises of the manufacturer or winery. - Amends TCA Title 57.
