Taxes, Hotel Motel - As enacted, extends by six years the period in which Davidson County may charge an additional $0.50 privilege tax on the occupancy of a hotel room and in which such county may allocate the tax revenue for the purposes of direct promotion of tourism; extends by six years the terms of the committee members that oversee the fund in which the additional tax is deposited. - Amends TCA Section 7-4-202.

Pensions and Retirement Benefits - As introduced, allows a retirement allowance increase equal to the percentage increase in the consumer price index if there is an over-collection of state tax revenue; requires this allowance increase to be used instead of the allowance increase in present law, which cannot exceed 3 percent. - Amends TCA Section 8-36-701.

Education - As enacted, makes revisions to law relative to safety in school buildings, policies and procedures regarding grades, and the use of performance goals and measures for a public school or LEA; requires professional licenses issued by the state board of education to be valid for a period of no less than eight years; prohibits the department of education from requiring a school or LEA to submit the school's or LEA's school improvement plan to the department for approval more than once every three years. - Amends TCA Title 49.

Housing - As enacted, authorizes a municipality to aid or otherwise provide assistance to an industrial development corporation for that portion of any project owned by the corporation; and consisting of multifamily housing facilities to be occupied by persons of low or moderate income, elderly, or handicapped persons, for such term or terms and upon such conditions as may be determined by the governing body of the municipality. - Amends TCA Title 5; Title 6; Title 7; Title 13, Chapter 23; Title 48, Chapter 101, Part 9; Title 67, Chapter 5 and Section 67-4-409.

Commerce and Insurance, Dept. of - As enacted, creates the Tennessee-Ireland trade commission. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 12; Title 13; Title 42; Title 43; Title 44; Title 45; Title 46; Title 47; Title 48; Title 50; Title 53; Title 54; Title 55; Title 56; Title 61; Title 62; Title 65; Title 66; Title 67; Title 68 and Title 71.

Education, Dept. of - As introduced, changes from February 1 to February 15, the date by which the commissioner is required to annually report to the governor and the general assembly on the implementation and compliance with the Schools Against Violence in Education Act. - Amends TCA Title 49.
