Traffic Safety - As introduced, allows personal delivery devices to be operated on bicycle paths, shoulders, parking lots, and the area adjacent to the right-hand edge or curb of the roadway; removes the authority of local governments to prohibit the operation of personal delivery devices. - Amends TCA Title 55, Chapter 8.

Education - As enacted, creates an advisory committee on innovations in K-12 education. - Amends TCA Title 8 and Title 49.

Health Care - As enacted, establishes licensure of anesthesiologist assistants; revises provisions authorizing hospitals to employ certain licensed physicians for certain medical services. - Amends TCA Title 47; Title 63 and Title 68.

Morgan County - Subject to local approval, establishes that the County Attorney must be a licensed practicing attorney appointed or hired subject to the vote of the Morgan County Commission to serve a four-year term and does not need to be a resident of Morgan County to serve as County Attorney. - Amends Chapter 467 of the Private Acts of 1951; as amended.
