Criminal Offenses - As introduced, removes the killing of another committed in the perpetration of or attempt to perpetrate certain crimes from the elements of first degree murder; deletes the offense of criminal responsibility for conduct of another; deletes the offense of criminal responsibility for the facilitation of a felony. - Amends TCA Title 39, Chapter 11; Title 39, Chapter 12; Title 39, Chapter 13; Title 39, Chapter 14; Title 40, Chapter 24; Title 40, Chapter 35 and Title 40, Chapter 39.

Sentencing - As introduced, increases from one year to three years the amount of time a defendant receiving a split sentence of confinement and probation may be required to serve a portion of the sentence in continuous confinement in the local jail or workhouse; specifies that the state is responsible for all costs of incarceration after the first year. - Amends TCA Title 40 and Title 41.

Correction, Dept. of - As introduced, enacts the "Tennessee Women's Childbirth Alternatives, Resources, and Education Act." - Amends TCA Title 24; Title 33; Title 39; Title 40; Title 41; Title 63; Title 68 and Title 71.

Appropriations - As enacted, makes appropriations sufficient for the payment of any lawful expenses of the first extraordinary session of the 114th General Assembly; makes other appropriations related to such extraordinary session. -

Education - As enacted, enacts the "Education Freedom Scholarship Act." - Amends TCA Title 4, Chapter 49; Title 8 and Title 49.
