State Government - As introduced, increases from 90 to 180 days the period by which a nonprofit public benefit corporation that partners with the Governor's Books from Birth Fund must report to the governor and the speakers of the senate and house of representatives on its operations and accomplishments after the end of the fiscal year of the nonprofit corporation. - Amends TCA Title 4.

Historical Sites and Preservation - As introduced, authorizes local historical boards to lease land owned or managed by such boards for agricultural purposes, with all proceeds received by the boards to be used for the preservation of historic sites and structures. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 11; Title 12; Title 29 and Title 43.

Drugs, Synthetic or Analogue - As introduced, enacts the "Nitrous Oxide Abuse Prevention and Retail Sale Prohibition Act." - Amends TCA Title 39; Title 57, Chapter 7; Title 63 and Title 67, Chapter 4, Part 10.

Criminal Offenses - As introduced, specifies that, in regard to the criminal offense of desecration of a venerated object, "desecrate" includes, but is not limited to, the removal of objects from a place of burial by a person other than a family member of the deceased or an authorized representative of the cemetery. - Amends TCA Title 39 and Title 46.

Open Meetings - As introduced, authorizes emergency communications district boards of directors to participate in board meetings electronically under the open meetings law. - Amends TCA Title 7, Chapter 86, Part 3 and Title 8, Chapter 44, Part 1.

Criminal Offenses - As introduced, requires a person convicted of second degree murder by knowingly killing another to be sentenced as no lower than a Range II offender. - Amends TCA Section 39-13-210 and Title 40.
