Insurance Companies, Agents, Brokers, Policies - As introduced, authorizes a purchaser or borrower in a real property transaction to select the settlement agent to perform certain duties; authorizes the seller to retain a licensed attorney in this state to represent the seller's interests in such transaction; prohibits the designated settlement agent from collecting transaction-related fees from a represented seller without consent of the seller's attorney. - Amends TCA Title 56, Chapter 35 and Title 66.

Regional Authorities and Special Districts - As introduced, requires the Megasite Authority of West Tennessee to provide a person who violates a land use regulation of the Authority not less than 14 days' notice, rather than 10 days' notice, prior to assessing a civil penalty for the violation. - Amends TCA Title 64, Chapter 9.

Utilities, Utility Districts - As introduced, increases, from 10 days to 10 business days, the time after appointment and qualification of members for a board of public utilities appointed under the Municipal Electric Plan Law of 1935 by which the board must elect a chair. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 8; Title 12; Title 13; Title 29; Title 54; Title 64; Title 65; Title 68 and Title 69.

School Transportation - As introduced, extends from 18 years with no more than 200,000 miles to the later of 20 years or 300,000 miles, the period for which a conventional or Class D school bus that is used exclusively to transport students from school to an after-school program may be in service; requires such buses to be inspected at least twice annually by the commissioner of safety or the commissioner's designee. - Amends TCA Title 49.

Criminal Offenses - As introduced, enacts the "Comprehensive Assault Crime Intervention Act." - Amends TCA Title 38; Title 39 and Title 40.

Bail, Bail Bonds - As introduced, establishes a presumption that a defendant should not be released on the defendant’s personal recognizance if the defendant is charged with an offense that involved the use or display of a firearm or resulted in the serious bodily injury or death of the victim; requires a magistrate who determines that the presumption has been rebutted to include in the bail order written findings for each factor considered in making such a determination. - Amends TCA Title 40.
