Extends membership in TPAF to 10 years after discontinuance of service and to 15 years for those who were laid off or had 10 or more years of continuous service upon voluntary termination.*

Requires school districts to provide instruction on history of Latinos and Hispanics as part of implementation of New Jersey Student Learning Standards.*

Directs BPU to investigate PJM Interconnection, L.L.C.'s Reliability Pricing Model; directs State to promote affordable energy practices and to urge PJM Interconnection, L.L.C. to implement certain reforms.

Requires electric public utilities to submit annual report on voting to BPU.
