Capitol - As introduced, creates the capitol hill protection zone around the state capitol grounds and surrounding state government buildings, including the grounds and roads immediately surrounding such buildings; requires the commissioner of safety to ensure that the capitol hill protection zone is adequately staffed by law enforcement officers to ensure the safety of state government officials, state government employees, and members of the public. - Amends TCA Title 4; Title 38; Title 39 and Title 40.

Holidays and Days of Special Observance - As introduced, designates the third Sunday in June of each year as "Fathers' Day." - Amends TCA Title 15, Chapter 2.

Food and Food Products - As enacted, prohibits labeling a cell-cultured food product as meat or a meat food product. - Amends TCA Title 4; Title 39; Title 40; Title 43; Title 44; Title 47 and Title 53.

County Government - As enacted, authorizes a county that has adopted the County Purchasing Law of 1957 to require a competitive bid process for insurance brokerage services. - Amends TCA Title 5 and Title 12, Chapter 3, Part 12.

Local Education Agencies - As enacted, authorizes a local legislative body for a county that has adopted a charter form of government to require elections for the county board of education to be held at the same time and on the same election cycle as elections for members of the local legislative body for the county, members of the county board of education to have successive terms of office if members of the local legislative body for the county have successive terms of office and members of the county board of education to have the same term limits as members of the local legislative body for the county. - Amends TCA Title 2; Title 5; Title 7; Title 8 and Title 49.
