Agriculture, Dept. of - As enacted, establishes a fund for the development and implementation of programs that benefit Tennesseans by preserving farmland and forestland, including a grant program for conservation easements. - Amends TCA Title 43, Chapter 1, Part 1.

Banks and Financial Institutions - As enacted, authorizes a premium finance company to impose and collect a convenience fee from an insured for use of certain payment methods; authorizes a premium finance company to charge and collect a handling charge for certain payment instruments when the payment instrument is not paid by the financial institution from which the instrument is drawn. - Amends TCA Title 56, Chapter 37.

Professions and Occupations - As enacted, makes various changes relative to the practice of chiropractors, including animal chiropractic practice. - Amends TCA Title 4 and Title 63.

Traffic Safety - As enacted, creates the offense of an occupant of a vehicle parking, leaving standing, or stopping the vehicle on a street or highway and blocking or impeding the normal movement of traffic for the purpose of soliciting, negotiating, or consummating an employment transaction with a person standing on or in proximity to the street or highway. - Amends TCA Title 39, Chapter 17; Title 54 and Title 55.

Local Education Agencies - As enacted, requires a public school under the jurisdiction of an LEA that offers students the opportunity to participate in interscholastic athletic competitions to allow the LEA's virtual school students to participate in interscholastic athletics at the public school in the LEA for which they are zoned and that they are otherwise eligible to attend. - Amends TCA Title 49.

Drugs, Prescription - As enacted, enacts the "Restore Trust in Public Health Messaging Act." - Amends TCA Title 53 and Title 68.
