Human Rights - As enacted, schedules the Tennessee human rights commission for termination on July 1, 2025, and transfers the commission's duties concerning discrimination in employment, housing, public accommodations, malicious harassment, the Civil Rights Act of 1990, the "Tennessee Anti-Slapp Act," and education to the attorney general and reporter. - Amends TCA Title 4; Title 8 and Title 68.

Election Laws - As enacted, revises the definition of "contribution," for purposes of financial disclosures under the state's campaign finance laws, to include an activity done independently of or in coordination with a candidate, candidate's political campaign committee, or agent, related to the development, production, and use of canvassing literature and scripts to be used in a door-knocking campaign for a candidate's election. - Amends TCA Title 2.

Interest Rates - As enacted, removes the weighted average yield of the accepted offers of the Federal National Mortgage Association's current free market system auction and the 30-year treasury yield as the two bases upon which the maximum effective rate of interest on home loans may be set by the commissioner of financial institutions, and replaces them with the average prime offer rate. - Amends TCA Title 45 and Title 47.

Consumer Protection - As enacted, revises one of the definitions of a "nonprofit organization" for purposes of the Tennessee Information Protection Act to mean a public utility organized or regulated, instead of only organized, under the laws of this state. - Amends TCA Title 47.
