Education, Dept. of - As enacted, requires the department to allocate the state share of the Tennessee investment in student achievement formula funds generated by student members of a public charter school in the prior school year directly to the public charter school instead of allocating such funds to the local education agency in which the public charter school is located. - Amends Chapter __ of the Public Acts of 2025 (1st Ex. Sess. – SB 6001 / HB 6004); and TCA Title 49, Chapter 13 and Title 49, Chapter 3.

Criminal Offenses - As enacted, revises present law concerning driving under the influence. - Amends TCA Title 39 and Title 55.

Schools, Charter - As enacted, establishes a process by which the governing body of an existing public charter school may replicate that public charter school in the same district by applying to the local board of education or directly to the Tennessee public charter school commission; allows, in certain circumstances, a public charter school sponsor to apply directly to the commission to open a new public charter school; makes various changes to the state agencies responsible for performing certain functions in the Tennessee Public Charter Schools Act of 2002. - Amends TCA Title 49, Chapter 13.

Local Government, General - As enacted, requires each department, agency, or official of a local government that assesses and collects a fee of more than $250 to document the justification and cost basis of the fee; makes such documentation a public record; subjects such documentation to an annual audit by the comptroller of the treasury. - Amends TCA Title 5; Title 6; Title 7; Title 10 and Title 67, Chapter 4, Part 29.

Taxes, Sales - As introduced, authorizes certain counties to levy a local option sales tax at the rate of 3.75 percent, instead of a maximum of 2.75 percent, if the revenue from the increase in such tax is used by the county exclusively for the construction of a new county jail or to retire debt, including principal and interest and related expenses, on such construction. - Amends TCA Title 67, Chapter 6, Part 7.
