Election Laws - As introduced, requires the coordinator of elections to compare the statewide voter registration database with those of other relevant state agencies and county records when compiling information to distribute to the county elections commissions for purposes of purging voters who have moved; requires the coordinator of elections to compare the statewide voter registration database with the department of safety database to ensure non-United States citizens are not registered to vote in this state. - Amends TCA Section 2-2-106 and Section 2-2-141.

Education, Higher - As introduced, changes, from September 15 to October 1, the date by which each public institution of higher education operating a hearing center must provide a written report to the Tennessee higher education commission, the education committee of the senate, and the education administration committee of the house of representatives regarding the operation of the hearing center. - Amends TCA Title 49.

Historical Commission - As introduced, vacates the commission and reconstitutes the commission; changes the size and appointing authorities for the commission from 24 gubernatorial appointees to 20 total members with five each being appointed by the governor, the speaker of the senate, and the speaker of the house of representatives and five ex officio non-voting members. - Amends TCA Title 4.

Mental Illness - As introduced, requires a qualified mental health professional or behavior analyst to warn or protect an identified victim or group of people when the professional or analyst determines that a service recipient has communicated an intent for actual threat of bodily harm; requires the professional or behavior analyst to report such threat; provides immunity from civil, criminal, and regulatory liability for a professional or analyst who takes reasonable action to warn or protect identified victims or groups and to report such threat . - Amends TCA Section 33-3-206.

Health, Dept. of - As introduced, requires the department to make an annual report to the governor on the total number of firearm injuries and deaths in this state per 100,000 people; requires the attorney general and reporter to assist the department, upon request, in collecting information necessary for the report. - Amends TCA Title 4; Title 8; Title 39; Title 63 and Title 68.

Juvenile Offenders - As introduced, requires the juvenile court to include in the disposition for a juvenile who has been found to have made a threat to commit mass violence on school property or at a school-related activity, in addition to any other disposition authorized by law, the suspension of the juvenile's driving privileges or ability to obtain a driver license for a period of one year. - Amends TCA Title 37 and Title 39.
