County Officers - As introduced, requires a person elected or appointed to the office of constable on or after August 1, 2030, to have graduated from a Tennessee POST-approved certified law enforcement training academy; excludes a person who has held the office of constable for one complete term and is reelected to the office of constable on or after August 1, 2030, from the requirement of graduating from a Tennessee POST-approved certified law enforcement training academy. - Amends TCA Title 5; Title 8 and Title 38.

County Government - As introduced, authorizes a county legislative body operating under the County Purchasing Law of 1957 to set the compensation for the director of accounts and budgets. - Amends TCA Title 5 and Title 8.

Union County - Subject to local approval, changes the building permit fee to fifty cents per square foot on all buildings constructed, erected, or reconstructed. - Amends Chapter 87 of the Private Acts of 1973; as amended.

State Government - As introduced, prohibits a person, political subdivision, or public official, in connection with a state emergency, from categorizing or proclaiming by order, rule, or regulation that a lawful occupation is non-essential, or otherwise proclaiming by order, rule, or regulation that a lawful occupation is prohibited from operating based on what the lawful occupation is; specifies that a person harmed by a violation of the prohibition may bring a civil action for actual damages or declaratory relief. - Amends TCA Title 58, Chapter 2.

Taxes, Ad Valorem - As introduced, revises the definition of "residential property" for purposes of classification and assessment of property taxes to include property that can be sold and purchased as a single unit fee simple title, regardless of whether it is vacant, owner-occupied, rented, or detached or attached. - Amends TCA Title 67, Chapter 5.

Election Laws - As introduced, requires a candidate's name on a nominating petition to match the candidate's name as it appears on the candidate's voter registration record; prohibits the use of nicknames, abbreviations, and variations in spelling of candidates' names on ballots. - Amends TCA Title 2.
