Local Government, General - As introduced, prohibits local governmental entities from relocating homeless individuals unless the relocation is coordinated with the receiving jurisdiction; authorizes the attorney general to seek civil penalties for violations; authorizes the receiving jurisdiction to seek damages and injunctive relief for violations. - Amends TCA Title 5; Title 6; Title 7 and Title 71, Chapter 5.

Law Enforcement Training Academy - As introduced, authorizes the commissioner of general services to commission the director or a staff member of a law enforcement training academy; authorizes the department of general services to operate a sale facility at a law enforcement training academy for purposes of funding its operations. - Amends TCA Title 4, Chapter 3, Part 11 and Title 38, Chapter 8, Part 2.

Tipton County - As introduced, applies the Neighborhood Preservation Act to Tipton County; authorizes Tipton County to participate in the Tennessee Local Land Bank Program. - Amends TCA Title 5 and Title 13.

Real Property - As introduced, makes changes to law regarding restrictions on land purchases by sanctioned aliens or foreign entities. - Amends TCA Title 66, Chapter 2, Part 3.

Solid Waste Disposal - As introduced, decreases, from 90 to 45 days of a vacancy, the time in which the underground storage tanks and solid waste disposal control board must notify the applicable appointing authority of such vacancy on the board. - Amends TCA Title 4; Title 5; Title 6; Title 7 and Title 68, Chapter 211.

Criminal Offenses - As introduced, requires all persons who disseminate smoking paraphernalia to display the sign providing notice of the legal age for purchasing such products required by the Prevention of Youth Access to Tobacco, Smoking Hemp, and Vapor Products Act; removes authorization for a person to substitute a tobacco-related warning sign required by law prior to April 22, 1994. - Amends TCA Title 37; Title 39 and Title 40.
