Juvenile Offenders - As introduced, establishes an extended juvenile court jurisdiction pilot project through which a juvenile court in Davidson County or Shelby County may choose to proceed with a case against a juvenile that could be transferred to criminal court as an extended juvenile court jurisdiction case and allow the youth to remain under the jurisdiction of the juvenile court until the age of 24. - Amends TCA Title 37, Chapter 1.

Teachers, Principals and School Personnel - As introduced, authorizes a faculty or staff member of a school to carry a concealed handgun on school grounds subject to certain conditions, including obtaining an enhanced handgun carry permit and completing annual training. - Amends TCA Title 39, Chapter 17, Part 13 and Title 49, Chapter 6, Part 8.

Bail, Bail Bonds - As introduced, requires an officer to provide an alleged victim of certain criminal offenses with a document notifying the victim of the global positioning monitoring system used as a condition of bail. - Amends TCA Title 39; Title 40 and Title 55, Chapter 10, Part 4.

Victims' Rights - As introduced, increases from 48 hours to seven days the time in which a victim of a crime or a member of the victim's family has to report the crime to law enforcement to be eligible to receive a claim for compensation unless good cause is shown. - Amends TCA Title 29.

Abortion - As introduced, creates the criminal offense of abortion trafficking of a minor; provides for a civil action against a person committing the offense of abortion trafficking of a minor for the wrongful death of an unborn child that was aborted. - Amends TCA Title 8, Chapter 6; Title 29; Title 37 and Title 39.

Open Meetings - As introduced, permits a court to award the reasonable court costs and attorney's fees to a petitioner successfully proving that a governing body knowingly and willfully violated the public meetings laws in this state. - Amends TCA Title 8, Chapter 4, Part 6 and Title 8, Chapter 44, Part 1.
