Criminal Offenses - As enacted, creates an offense of recklessly discharging a firearm into the air, ground, a body of water, or an object in close proximity to the person if the firearm is discharged at a place of public gathering or at a public event where there are at least 25 people in attendance at the time of the discharge; punishes the offense as a Class A misdemeanor; specifies certain exceptions to the offense. - Amends TCA Title 39.

Local Government, General - As introduced, requires proposed contingent fee contracts for legal services between a political subdivision of this state and a private-sector attorney to be approved by the attorney general and reporter prior to execution of the contract. - Amends TCA Title 7; Title 8 and Title 29.

Annexation - As introduced, specifies circumstances in which a referendum will not be required to effectuate annexation of territory; removes repealer provision for exceptions to the referendum requirement. - Amends TCA Section 6-51-104.

Courts, Municipal - As enacted, prohibits a municipality from remediating a property maintenance violation if the cost may negatively impact the municipality's financial position, or if the cost is budgetarily prohibitive; specifies that, in addition to assessing remediation costs against a property owner in the form of a lien, a municipality may recover remediation costs through all other legal means. - Amends TCA Title 6; Title 7; Title 13; Title 16, Chapter 18 and Title 29, Chapter 3.

Education - As enacted, makes revisions to law relative to safety in school buildings, policies and procedures regarding grades, and the use of performance goals and measures for a public school or LEA; requires professional licenses issued by the state board of education to be valid for a period of no less than eight years; prohibits the department of education from requiring a school or LEA to submit the school's or LEA's school improvement plan to the department for approval more than once every three years. - Amends TCA Title 49.

Housing - As enacted, authorizes a municipality to aid or otherwise provide assistance to an industrial development corporation for that portion of any project owned by the corporation; and consisting of multifamily housing facilities to be occupied by persons of low or moderate income, elderly, or handicapped persons, for such term or terms and upon such conditions as may be determined by the governing body of the municipality. - Amends TCA Title 5; Title 6; Title 7; Title 13, Chapter 23; Title 48, Chapter 101, Part 9; Title 67, Chapter 5 and Section 67-4-409.
