Flags - As enacted, requires any flag flown over the state capitol building to be flown at half-staff from sunrise to sunset in observance of Pearl Harbor Remembrance Day each December 7. - Amends TCA Section 4-1-406.

Immigration - As enacted, requires a memorandum of understanding entered between certain law enforcement agencies and federal officials concerning enforcement of federal immigration laws to include a requirement that the agency accept and honor any immigration detainer received from federal immigration authorities. - Amends TCA Title 4; Title 7; Title 38 and Title 41.

State Government - As enacted, enacts the "Recognizing Judea and Samaria Act." - Amends TCA Title 3; Title 4 and Title 8.

Housing - As enacted, authorizes a municipality to aid or otherwise provide assistance to an industrial development corporation for that portion of any project owned by the corporation; and consisting of multifamily housing facilities to be occupied by persons of low or moderate income, elderly, or handicapped persons, for such term or terms and upon such conditions as may be determined by the governing body of the municipality. - Amends TCA Title 5; Title 6; Title 7; Title 13, Chapter 23; Title 48, Chapter 101, Part 9; Title 67, Chapter 5 and Section 67-4-409.
