Criminal Offenses - As introduced, enacts "Matthew Davenport's Law," which creates certain criminal offenses and testing requirements related to Kratom. - Amends TCA Title 33, Chapter 2; Title 38; Title 39; Title 50; Title 63 and Title 68.

Criminal Offenses - As introduced, creates a Class A felony offense of knowingly training artificial intelligence to encourage the act of suicide or criminal homicide, or act in specific manners, including developing an emotional relationship with an individual or simulating a human being, including in appearance, voice, or other mannerisms. - Amends TCA Title 29; Title 33; Title 39 and Title 47.

Remedies and Special Proceedings - As introduced, removes the right of a cause of action for any affected person who seeks declaratory and injunctive relief in any action brought regarding the legality or constitutionality of a state governmental action. - Amends TCA Title 1, Chapter 3 and Title 49.

Sentencing - As introduced, increases from one year to three years the amount of time a defendant receiving a split sentence of confinement and probation may be required to serve a portion of the sentence in continuous confinement in the local jail or workhouse; specifies that the state is responsible for all costs of incarceration after the first year. - Amends TCA Title 40 and Title 41.

Children's Services, Dept. of - As introduced, changes the caseload requirement for case managers in the department from a monthly average of 20 active cases or 20 children monitored to a cap of no more than 12 active cases involving no more than 12 families or 20 children monitored; requires the department to resolve each active case within 12 months and a status review hearing to be held if the case is not resolved within 12 months. - Amends TCA Section 37-5-132.

Election Laws - As introduced, requires all ballots cast in an election to have a secure watermark; requires the official tabulation count of a ballot scanner to be based on the text or machine mark portion of a ballot; makes certain other changes related to ballots and elections; creates programs for the scanning and auditing of ballots. - Amends TCA Title 2.
