Annexation - As introduced, specifies circumstances in which a referendum will not be required to effectuate annexation of territory; removes repealer provision for exceptions to the referendum requirement. - Amends TCA Section 6-51-104.

Holidays and Days of Special Observance - As introduced, designates September 10 of each year as "Charlie Kirk Day." - Amends TCA Title 15, Chapter 2.

Veterans - As introduced, enacts the “Tennessee Veteran Protection and Due Process Act.” - Amends TCA Title 7; Title 8; Title 38 and Title 58.

State Government - As introduced, requires state departments and agencies to submit annual reports on achieving economic efficiency to the governor in addition to committees of the general assembly. - Amends TCA Title 3; Title 4; Title 8 and Title 9.

Game and Fish Laws - As introduced, clarifies that local governmental entities shall not regulate the manner and means of taking wildlife, including the discharge of a firearm while lawfully hunting, and that such taking is regulated pursuant to rules promulgated and proclamations issued by the fish and wildlife commission. - Amends TCA Section 39-17-1314; Section 70-1-206 and Section 70-4-107.

Motor Vehicles - As introduced, requires an applicant for a driver license who cannot speak and read English sufficiently to be issued a restricted license for one year and to re-take the written driver license examination in English to be issued a driver license thereafter; requires evidence of U.S. citizenship, lawful permanent residence, or temporary lawful resident status prior to registering vehicles. - Amends TCA Title 55, Chapter 4; Title 55, Chapter 50 and Title 65, Chapter 15.
