Highways, Roads and Bridges - As introduced, expands the authority for the department to set tolls to existing transportation facilities that are part of the state highway system or interstate and national defense highway system, located at the border of this state with another state, and where, on or after July 1, 2026, one or more new vehicle travel lanes are added to the facility or an HOV lane on the facility is converted to a high occupancy user fee lane. - Amends TCA Title 12; Title 54 and Title 55.

Governor - As enacted, authorizes, if the governor issues or extends an executive order or proclamation of a state of emergency, the general assembly to terminate such state of emergency by joint resolution of both houses. - Amends TCA Section 58-2-107.

Local Government, General - As enacted, sets up a process by which the attorney general and reporter may review whether a local government action violates state law or the Constitution of Tennessee. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 8 and Title 9.

Open Meetings - As introduced, requires a governing body subject to the open meetings laws to reserve a period of public comment to provide the public with the opportunity to comment on any matter germane to the jurisdiction of the governing body, regardless of whether the matter is listed on the agenda for the meeting. - Amends TCA Title 8, Chapter 44.

County Government - As enacted, declares that the offices of sheriff, register, county clerk, assessor of property, and trustee are the constitutional officers of a county that has adopted a charter form of government; specifies the duties for each constitutional officer. - Amends TCA Title 5.

Appropriations - As enacted, makes appropriations sufficient for the payment of any lawful expenses of the first extraordinary session of the 114th General Assembly; makes other appropriations related to such extraordinary session. -
