Tort Liability and Reform - As introduced, expands the definition of a person for whom a wrongful death action may be brought to include an unborn child beginning at fertilization, rather than in utero; extends the period of time from two to three years after which a spouse is rebuttably presumed to have abandoned a deceased spouse for purposes of bringing a wrongful death claim. - Amends TCA Title 20 and Section 63-6-1102.

Boats, Boating - As introduced, prohibits certain activities, such as fishing, near public boat launches, docks, boats, and marinas so as to interfere with the use of such facilities. - Amends TCA Title 67; Title 68, Chapter 102, Part 6; Title 69 and Title 70.

Abortion - As introduced, clarifies that the term "abortion," as defined for the offense of criminal abortion, does not include the use of contraceptives, including any device, medication, biological product, or procedure that is generally intended for use in the prevention of pregnancy, whether specifically intended to prevent pregnancy or for other health needs, or the disposal of embryos resulting from fertility treatments, including healthcare services, procedures, testing, medications, treatments, or products. - Amends TCA Title 37; Title 39; Title 63 and Title 68.

Constitutional Amendments - Proposes an amendment to Article I of the Constitution of Tennessee to grant a person the right to forgo medical treatment. -

Health Care - As introduced, requires gender clinics accepting funds from this state to perform gender transition procedures to also perform detransition procedures; requires insurance entities providing coverage of gender transition procedures to also cover detransition procedures; requires certain gender clinics and insurance entities to report information regarding detransition procedures to the department of health. - Amends TCA Title 1; Title 4; Title 33; Title 56; Title 63; Title 68 and Title 71.

Alcoholic Beverage Commission - As enacted, provides for the regulation of the manufacturing, supplying, wholesale distribution, and retail sale of hemp-derived cannabinoid products by the commission and department of revenue; creates licenses for suppliers, wholesalers, and retailers; establishes taxes for such products and the manner in which such taxes are collected and allocated; establishes civil and criminal penalties for violations. - Amends TCA Title 39; Title 40; Title 43, Chapter 27; Title 53, Chapter 11; Title 57 and Title 67.
