Criminal Offenses - As enacted, creates an offense of recklessly discharging a firearm into the air, ground, a body of water, or an object in close proximity to the person if the firearm is discharged at a place of public gathering or at a public event where there are at least 25 people in attendance at the time of the discharge; punishes the offense as a Class A misdemeanor; specifies certain exceptions to the offense. - Amends TCA Title 39.

Education - As enacted, makes various revisions to education law, including, but not limited to, requiring each public school to annually submit to the department of education a list of all local assessments administered to students, requiring the department to publish the percentage of students who attain proficiency for the English language arts portion of the TCAP, and establishing the assessment review board to annually review the TCAP tests administered to students in the most recent school year. - Amends TCA Title 4, Chapter 29 and Title 49.

County Government - As introduced, prohibits an employee of a local government from serving on the legislative body of the local government for which the employee works. - Amends TCA Title 2; Title 4; Title 5; Title 6; Title 7; Title 8; Title 12 and Title 49.

County Government - As enacted, prohibits the director of accounts and budgets for Overton County from being terminated or discharged without the approval of the county legislative body if such prohibition is approval by a 2/3 vote of the Overton County legislative body. - Amends TCA Title 5.

Local Government, General - As introduced, requires proposed contingent fee contracts for legal services between a political subdivision of this state and a private-sector attorney to be approved by the attorney general and reporter prior to execution of the contract. - Amends TCA Title 7; Title 8 and Title 29.

Commerce and Insurance, Dept. of - As introduced, extends from 30 days to 30 business days the period of time within which an insurer must respond to the department's request for information in regard to a complaint filed against the insurer. - Amends TCA Title 33; Title 39; Title 52; Title 56; Title 58; Title 68 and Title 71.
