Opioids - As introduced, requires the division of TennCare to ensure that a non-opioid drug approved by the United States food and drug administration for the treatment or management of pain is not disadvantaged or discouraged with respect to coverage relative to an opioid or narcotic drug for the treatment or management of pain on the preferred drug list; makes other changes regarding the use of opioids and non-opioid drugs. - Amends TCA Title 53; Title 63; Title 68 and Title 71.

Mental Health & Substance Abuse Services, Dept. of - As introduced, changes prerequisites for emergency detention and admission to a treatment facility from "immediate" substantial likelihood of serious harm to "imminent" substantial likelihood of serious harm. - Amends TCA Title 16; Title 33; Title 41 and Title 68.

Safety, Dept. of - As introduced, requires the department to establish the Tennessee voluntary do not sell firearms list to prohibit the possession, transportation, and sale of firearms to any person who is voluntarily admitted to a public or private hospital or treatment resource for diagnosis, observation, and treatment of a mental illness or serious emotional disturbance and voluntarily registers to be enrolled to the list. - Amends TCA Title 33 and Title 39, Chapter 17, Part 13.
