Health Care - As introduced, removes acute care hospitals from the requirement of obtaining a certificate of need beginning July 1, 2028. - Amends TCA Title 4; Title 33; Title 68; Title 71 and Chapter 985 of the Public Acts of 2024.

Criminal Offenses - As introduced, requires all persons who disseminate smoking paraphernalia to display the sign providing notice of the legal age for purchasing such products required by the Prevention of Youth Access to Tobacco, Smoking Hemp, and Vapor Products Act; removes authorization for a person to substitute a tobacco-related warning sign required by law prior to April 22, 1994. - Amends TCA Title 37; Title 39 and Title 40.

Child Labor - As introduced, prohibits minors under 14 years of age from sharing video content on an online platform for compensation; requires a parent or other adult who features a minor in video content shared on an online platform for compensation to set aside a specified amount of gross earnings on the video content in a trust account to be preserved for the benefit of the minor; allows an adult who was a minor featured in such video content shared by a parent or other adult to request the permanent deletion of the video. - Amends TCA Title 29; Title 39; Title 47 and Title 50.

Federal Aid - As introduced, enacts the "Federal Tax Credit Scholarship Act." - Amends TCA Title 4; Title 9 and Title 49.

Education, Higher - As introduced, requires the board of regents, state university boards, and the board of trustees for the University of Tennessee system to adopt and implement policies that clearly distinguish between tenure decisions and disciplinary actions for faculty members. - Amends TCA Title 49, Chapter 7; Title 49, Chapter 8 and Title 49, Chapter 9.

Schools, Charter - As introduced, allows private postsecondary institutions, including those that are religiously affiliated, to operate a public charter school; allows such institutions to apply to the local board of education or directly to the Tennessee public charter school commission to open a public charter school and to give an enrollment preference to children of the institution's employees or members of its governing body in the same manner afforded to public institutions of higher education. - Amends TCA Title 49.
