Assessors - As introduced, expands the duties of the division of property assessments to supervise and direct all reappraisals and revaluation programs beyond the cost of which the state contributes. - Amends TCA Section 67-1-202(a)(1).

Firearms and Ammunition - As enacted, expands the definition of "machine gun" to include any part, or combination of parts, designed and intended solely for use in converting a firearm into a machine gun; increases the classification for the intentional or knowing possession, manufacture, transport, repair, or sale of a machine gun from a Class E to a Class C felony; reclassifies certain other offenses involving the possession of firearm or handgun ammunition; makes a defendant ineligible for parole if convicted of aggravated assault that involved the use of a firearm from within a motor vehicle. - Amends TCA Title 39 and Title 40.

Banks and Financial Institutions - As enacted, authorizes a premium finance company to impose and collect a convenience fee from an insured for use of certain payment methods; authorizes a premium finance company to charge and collect a handling charge for certain payment instruments when the payment instrument is not paid by the financial institution from which the instrument is drawn. - Amends TCA Title 56, Chapter 37.

Taxes, Hotel Motel - As enacted, extends by six years the period in which Davidson County may charge an additional $0.50 privilege tax on the occupancy of a hotel room and in which such county may allocate the tax revenue for the purposes of direct promotion of tourism; extends by six years the terms of the committee members that oversee the fund in which the additional tax is deposited. - Amends TCA Section 7-4-202.

Cemeteries - As enacted, changes the way that the fair market value of an improvement care trust fund is calculated for certain purposes; clarifies that the fee that a cemetery company charges for the memorial care of a commodity installed in the cemetery cannot exceed the fee charged by the company for installation of the commodity; makes other changes related to cemeteries. - Amends TCA Title 46.

Human Resources, Department of - As introduced, enacts the "Tennessee Health SNAP Act," which requires the department to submit a request for a waiver from the United States department of agriculture's food and nutrition service to seek authorization to prohibit the use of SNAP benefits for the purchase of candy and soft drinks. - Amends TCA Title 71.
