The bill requires covered platforms to take reasonable measures to prevent and mitigate harm to minors, including mental health disorders, addiction-like behaviors, violence, bullying, sexual exploitation and abuse, and harmful marketing practices.

Covered platforms must provide safeguards for minors, such as limiting communication, controlling features that encourage compulsive usage, and managing personalized recommendation systems.

The bill establishes an Independent Research Program allowing eligible researchers to access data sets from covered platforms to conduct independent research on harms to minors.
