The SATOS Act of 2025 aims to address the insufficient infrastructure for animal welfare in rural communities. It establishes a program providing grants or loans to construct, expand, or renovate animal care facilities and purchase necessary equipment. The grants have a cap of $10 million annually and may cover up to 75% of the development costs, with additional support for communities with lower population or income levels. Technical assistance and training are also offered. The Secretary of Agriculture will finalize rules within 180 days and implement the program within a year. Regular reports to Congress will detail grant distribution, outcomes achieved, and program recommendations.
