The bill aims to prohibit the discharge of plastic pellets and pre-production plastic materials into wastewater, spills, and runoff from specific facilities and point sources, as well as ensure these requirements are reflected in permits and standards under the Environmental Protection Agency. This will impact plastic polymer production facilities, plastic molding and forming facilities, and other point sources associated with the transport and packaging of plastic pellets or pre-production plastic materials. The Environmental Protection Agency is responsible for promulgating the final rule to enforce these prohibitions within 60 days of the Act's enactment.
