The bill prohibits the use of federal funds to pay for settlements, awards, or judgments arising from claims of workplace misconduct by members of Congress or their senior staff. It makes members personally responsible for such payments and requires public disclosure of settlements, including retroactive disclosure since 1995. Allegations of federal criminal law violations by members or senior staff must be promptly referred to the Department of Justice. Violations of the Act may result in civil penalties and disciplinary action by the Ethics Committees. The Act takes effect immediately upon enactment and applies to pending claims.
