The "Flock-Off Act" prohibits the use of Federal funds for covered camera systems and associated components except for specific border and tolling exceptions. Any existing systems purchased with Federal funds must be decommissioned within 180 days. Recipients and subrecipients of Federal funds must also cease using such systems and terminate related arrangements. Furthermore, if Federal funds are misused, they will be withheld until reimbursed. The bill defines covered camera systems as those capturing and processing vehicle or individual images, including biometric data, for storage, analysis, or sharing. It also defines associated components and exceptions related to border security and tolling.
