Taxes, Exemption and Credits - As enacted, changes the amounts of the franchise and excise tax credits allowed to financial institutions from certain percentages of the unpaid principal balance of certain qualified loans made to eligible housing entities to certain percentages of the month-end average unpaid principal balance of such loans; makes other related revisions. - Amends TCA Section 67-4-2109.

Tennessee Housing Development Agency - As enacted, increases, from $4 billion to $5 billion, the maximum aggregate principal amount for which the agency may issue bonds and notes at any one time. - Amends TCA Section 13-23-121.

Hospitals and Health Care Facilities - As enacted, rewrites the fee limits for a party requesting a patient's medical record in either paper or electronic format from a provider or the provider's third-party release of information provider. - Amends TCA Title 63 and Title 68.

Taxes - As enacted, increases, by 15 cents over a 10-year period, and subject to a two-thirds vote of the county legislative body, the maximum mineral severance tax rate that may be levied by a county on all sand, gravel, sandstone, chert, and limestone severed from the ground within its jurisdiction; removes the authorization for Smith County to allocate its mineral severance tax to the county general fund or a fund other than its county road fund. - Amends TCA Title 67, Chapter 7, Part 2.

Insurance, Health, Accident - As introduced, enacts the "Tennessee State Healthcare Cost Savings Incentive Program." - Amends TCA Title 8, Chapter 27 and Title 56, Chapter 7, Part 6.
