The bill defines "remote access" as foreign access to US-controlled items through network connections not where the item is located.

It expands the Export Control Reform Act to regulate and control remote access of such items.

The Secretary of Commerce must keep congressional committees informed about promulgation of regulations to control remote access, including national security risks and economic impact.

The bill clarifies that no approval of congressional committees is needed as a condition precedent to exercising authority under the amended Export Control Reform Act.

The appropriate congressional committees are defined as the Committee on Foreign Affairs of the House of Representatives and the Committee on Banking, Housing, and Urban Affairs of the Senate.
